ORDINANCE NO. 27
PARK BOARD
The City Council of Royalton hereby ordains as follows:
SECTION 1. There is hereby continued the heretofore created and established advisory board known as the Park Board.
SECTION 2. Said Board shall consist of nine members, to be appointed by the Mayor of the City of Royalton, with the consent of the City Council of said city.
SECTION 3. Of the members first appointed to the Board three members who shall have a three year term, three members who shall have a two year term and three members shall have a one year term. The Mayor, in appointing the above described nine members, shall designate, in the appointment notices, the terms of the members appointed. An appointed member shall continue to serve until their successor is appointed.
SECTION 4. Any vacancy in the membership shall be filled by appointment by the Mayor, with the consent of the City Council, and such appointee shall serve for the unexpired term so filled.
SECTION 5. The Park Board shall elect, from its membership, a chairperson, a vice—chairperson and a secretary. Said officers shall serve for & one year period. The duties of the chairperson shall be calling and presiding at all meetings plus overseeing all matters relating to the parks and facilities located thereon. The vice—chairperson shall preside at all meetings in the absence of the chairperson. The vice—chairperson shall further assist the chairperson in working with the committees appointed by the Park Board in order to insure their efficient operation. In addition, the vice—chairperson shall assume such duties as the chairperson shall from time to time designate. The secretary shall maintain a record of the proceedings of all meetings. Copies of the records shall be maintained in the City Clerk’s office for the City of Royalton and shall be open for inspection.
SECTION 6. The annual meeting for the Park Board, at which time the officers shall be designated for the ensuing year, shall be held on the second Thursday of October at 7:00 o’clock p.m. At said meeting the officers for the ensuing year shall be elected and the officers shall assume their duties immediately following the election. In addition to said annual meeting the Park Board shall meet on the second Thursday of each month at 7:00 o’clock p.m. during the months of March through September. In addition, the chairperson may call a special meeting and further, the chairperson shall call a special meeting upon receipt of a signed request for a special meeting from at least four members of the Park Board or from the Mayor of the City. All special meetings shall require 14 days written notice.
SECTION 7. A quorum shall consist of five members of the Board, providing that one of the five members is either the chairperson, vice—chairperson or secretary.
SECTION 8. It shall be the duty of said Board:
Subd. 1. To study and determine the park needs of the City, and to make recommendations to the Mayor in respect thereof, including general and specific matters of policy and of programs in furtherance of the needs of the City.
Subd. 2. To make recommendations to the Mayor in respect to rules and regulations to be established for the City’s parks.
Subd. 3. To submit to the Mayor annually a park program and budget for the ensuing fiscal year. The Park Board shall assist the City in raising funds to maintain the parks.
Subd. 4. The Park Board shall further assist the City in maintaining the parks including the necessary mowing and care of flowers, trees and shrubs.
Subd. 5. All funds raised by the Park Board shall become a part of the City’s funds and shall only be disbursed by draft duly signed by the parties necessary to sign drafts drawn on the City’s funds.
This ordinance was passed by the Royalton City Council this 20th day of September, 1988. The effective date of this ordinance shall be the date of publication.
