AN ORDINANCE REGULATING MANUFACTURED
HOMES, ORDINANCE NUMBERED 28
OF THE CITY OF ROYALTON
The City Council of the City of Royalton, Minnesota, does hereby ordain as follows:
Section 1. Manufactured homes, as defined in Minnesota Statutes 327.31, Subd. 6, shall be authorized in single and two family residential districts plus multi-family residential districts (as said districts are defined by the City’s zoning ordinance) within the City if such manufactured homes comply with the following conditions:
(a) Such homes shall comply with all zoning regulations for the district in which they are located.
(b) A building permit and any other required permits shall be obtained for such manufactured housing.
(c) No such home shall have a width of less than 20 feet at its narrowest point.
(d) Such homes shall be placed on permanent foundations which are solid for the complete circumference of the home.
(e) Any such manufactured home shall have exterior siding extending from within six (6) inches of the dirt or two (2) inches of concrete which siding shall be of a conventional exterior dwelling—type material.
(f) Any such manufactured home shall have a pitched roof of not less than a 3/12 slope covered with shingles or tile and have eaves of not less than six (6) inches.
(g) All such manufactured home shall be built in compliance with Minnesota Statutes 327.31—327.35.
(h) Restrictive Covenants. Nothing herein shall prevent the regulation of uses of property by means of restrictive covenants which are valid except for these conditions.
Section 2. Manufactured homes which vary from these requirements may be permitted when authorized by a conditional use permit. Before any such conditional use permit is granted, the Council shall find as a fact that the value of the adjacent property will not be diminished by the placement of the manufactured home. The conditional use permit shall state any conditions which may be set by the Council in granting the permit.
Section 3. This ordinance shall supersede and replace any prior inconsistent ordinance.
Section 4. Any violations of the provisions of this ordinance shall be punishable as a misdemeanor. Each day that a violation is permitted to exist shall constitute a separate offense.
Section 5. This ordinance shall be effective upon its adoption and publication according to law.
