NOTICE OF ENACTMENT OF AN ORDINANCE

TO WHOM IT MAY CONCERN:

At its Council Meeting on December , 1989, the City Council of Royalton, Minnesota passed the following Ordinance:   Ordinance No. 32

AN ORDINANCE ESTABLISHING A SEWER SERVICE CHARGE SYSTEM
A summary of this Ordinance is as follows:

ARTICLE I         Definitions
In this Article, the terms used in the Ordinance are defined, including, but not limited to, the definition of user by type of waste discharged.

ARTICLE II         Establishment of a Sewer Service Charge System
This Article contains the basic criteria used in allocating service charges among and between the entities connected to the system. This Article further incorporates the charge system developed by the City’s Engineer which establishes the user classes, projected costs and the projected charge per equivalent residential unit.

ARTICLE III       Determination of Sewer Service Charge
This Article established the categories for users and a method of allocating the rates among these categories.

ARTICLE IV      Sewer Service Fund
This Article establishes a separate fund fro the deposit of receipts of service charges and designates the method for holding these funds.

ARTICLE V       Administration
Provides the method for administering and using funds collected through sewer service charges. Also provides for annual review of the fund and the sewer service charges

ARTICLE VI      Penalties
Establishes penalties for and methods of collecting delinquent accounts.

ARTICLE VII      Severability
A complete copy of this Ordinance is on file in the City Clerk’s Office and may be reviewed during the Clerk’s normal business hours. Published hereafter as the Sewer Charges System for the City of Royalton.
