REGULAR CITY COUNCIL MEETING
MARCH 20, 2007
7:00 P.M.
ROYALTON CITY CENTER
Mayor Lauer called the Regular City Council meeting to order. On roll call members present were: Lauer, Libke, Verley, Gutzkow and Cekalla.
People present: Terry Lehrke, Morrison County Record; Tim Majaski, Planning & Zoning; Karen Dubbin, 1st Response; Steve Wischmann, KDV; Melissa Schlingman, KDV; Jill Vannurden, Buds to Blossoms; Fred Kloss, Buds to Blossoms; Carol Mick; Michelle Stevens, Deputy Clerk; and Carol Madsen, City Clerk/Treasurer.
Cekalla made a motion to approve the minutes of the 3-6-07 Regular City Council meeting, 2nd by Gutzkow. Put to a vote with all members voting aye. Motion carried.
Council Member Verley added two discussion items and Council Member Libke added one discussion item to the agenda.
No Public forum.
Steve Wischmann, KDV, presented the 2006 Audit. Libke made a motion to accept the audit as presented, 2nd by Verley. Put to a vote with all members voting aye. Motion carried.
Michelle Stevens, Deputy Clerk, requested approval to enter into an agreement with Financial Consultant Company out of Foley, MN for the City collection agency. The City currently uses Little Falls Collection Bureau and they charge 30% with lots of paperwork and Financial Consultant Co. only charges 20% with no paperwork. Libke made a motion to enter into an agreement with Financial Consultant Co. as the City collection agency after all obligations have been met with the Little Falls Collection Bureau, 2nd by Verley. Put to a vote with all members voting aye. Motion carried.
Lee Popp gave the Maintenance Dept. monthly report.
Karen Dubbin gave the Fire and Rescue Dept. monthly report.
Council Member Gutzkow gave the Police Dept. monthly report.
Carol Madsen gave the City Office monthly report.
The Industrial Park Sign and the signs for the City vehicles were discussed. Council member Verley will get clarification on the prices.
Verley made a motion to approve the minutes of the 3-15-07 Special City Council meeting, 2nd by Gutzkow. Put to a vote with all members voting aye. Motion carried.
Verley made a motion to adopt Resolution 3-20-07-1, a Resolution addressing the building code violations at 520 S Cedar Street in the City of Royalton, 2nd by Cekalla. Put to a vote with all members voting aye. Motion carried.
The time clock policy was discussed. Some questions and concerns were addressed. Verley made a motion to approve the time clock policy on a trial basis for 6 weeks, 2nd by Libke. Put to a vote with all members voting aye. Motion carried.
The personnel policy was reviewed. Areas of concern were: compensatory time taken in lieu of overtime, amount of sick days used for bereavement leave, wording of the drug and alcohol section and the harassment section. Mayor Lauer will reword these sections of the personnel policy and bring it back to the 4-3-07 council meeting.
Verley made a motion to purchase and install the street number sign on the City Center, 2nd by Cekalla. Put to a vote with all members voting aye. Motion carried.
Gutzkow made a motion to use the Morrison County Record to distribute the city newsletter as an insert in the Royalton area on a 6 month trial period, 2nd by Libke. Put to a vote with all members voting aye. Motion carried.
Tim Majaski, Planning Commission Chairman, reported that the old museum property’s curb stop is set about 3’ back onto the property. All the other curb stops are placed in the sidewalk. Does the Council wish to cost share with moving this one or leave it where it is. The cost of moving it will be researched and brought back to the 4-3-07 City Council meeting.
Tim Majaski, Planning Commission Chairman, reported he had spoke with Tom
Wenner, City Attorney, about the requirements for holding public hearings for city ordinances. Mr. Wenner confirmed that public hearings are not required. The Planning Commission recommends the City take action on the change in policy and let the public know. It was decided to place an article in the City Newsletter and put it on the website. Libke made a motion that in order to be consistent with Minnesota state statutes, the City of Royalton will no longer hold public hearings when changing or approving City Ordinances, 2nd by Gutzkow. Put to a vote with all members voting aye. Motion carried.
The proposed Outdoor Boiler Ordinance was placed on the April 3, 2007 City Council meeting agenda.
Verley made a motion to approve up to $600.00 for new Zoning Maps, 2nd by Cekalla. Put to a vote with all members voting aye. Motion carried.
Verley reported he received a quote for a basket to catch the rags before they go into the main lift station. The quote is for $5,408.00. It was decided to research other options.
The Special City Council meeting with the Parkway Village developers was briefly discussed. The Council was in agreement that the City could not afford to finance the project through trunk access charges. The City will look into other options.
Libke questioned why the website doesn’t have any current information on it. The Clerk explained that they keep running into glitches and she would see if a statement could be put on the front page stating that the site was still “under construction”.
Cekalla made a motion to enter into the Lease Agreement with Rod Tiemann for the Industrial Park property, 2nd by Libke. Put to a vote with all members voting aye. Motion carried
Cekalla made a motion to pay all bills, voucher no.’s 27364 – 27391, in the amount of $29,021.12, 2nd by Verley. Put to a vote with all members voting aye. Motion carried
Verley made a motion to adjourn at 8:42 p.m., 2nd by Gutzkow. Put to a vote with all members voting aye. Motion carried
