SPECIAL CITY COUNCIL MEETING
APRIL 24, 2007
7:00 P.M.

Mayor Lauer called the Special City Council meeting to order. On roll call members present were: Lauer, Libke, Verley, Gutzkow and Cekalla.
People present: David Drown, City Financial Analyst; and Carol Madsen, Royalton City Clerk.
Purpose of the Special meeting is to discuss Economic Development and the 2006 Audit.
Economic Development
David Drown gave an overview of the intentions of HPH developers for the Mike Duevel annexation. They have purchased the 150 acres from Mr. Duevel and plan on developing the property. The cost for water/sewer/roads is 1.4 million. 2/3 of the cost is water and sewer, 1/3 of the cost is roads.
They have asked the City to help with the cost of the infrastructure. The benefits to the City were discussed.
David Drown reviewed some topics and options the City could look at.
David Drown will brief HPH developers on the meeting with the City and let them know to get on the May 8, 2007 City Council meeting agenda.
2006 City Audit
Topics of discussion were:
Administrative Tickets – Mayor Lauer will contact Koering and Doty and find out the status on them.
Not obtaining the proper quotes – discussed reasons why.
Segregation of Duties – Train Michelle Stevens, Deputy Clerk, in on the Accounting program.
Bank Reconciliation - discussed hiring a CPA to check a couple times a year, talk to bank about helping balance if needed, train deputy clerk in.
Recording of Utility Billing Revenue - Discussed reasons for $30,000 under booked revenue. School fields and Memorial Park are not metered. Residential meters not read properly.
Pay scale – Will look over with Mayor Lauer.
Cash Balances – Will continue to monitor them.
Cekalla made a motion to adjourn at 9:40 P.M. 2nd by Verley. Put toad vote with all members voting aye. Motion carried.
