SPECIAL CITY COUNCIL MEETING.
SEPTEMBER 25, 2007
7:00 P.M.
ROYALTON CITY CENTER


Mayor Lauer called the Special City Council meeting to order.  The pledge of allegiance was said.  On roll call members present were:  Lauer, Libke, Gutzkow, Verley and Cekalla.

People present:  Tim Majaski, Planning & Zoning; Dan & Shirley Nelson; Les Mateffy, Mateffy Engineering; Carol Madsen, City Clerk/Treasurer.

Purpose of the meeting is to discuss the Industrial Park on South Birch Street.

The main topic of Discussion was the preliminary cost estimates prepared by Les Mateffy, Mateffy Engineering, Inc. for infrastructure.

Other topics of discussion were:

  1. Trunk access charges
  2. Placement of lift station
  3. Parkway Village and other property owner benefits/assessments
  4. Available grants
  5. One time split for the four (4) acres Dan & Shirley Nelson want to purchase.
  6. New Industry interested in Parkway Village property will have a decision on which town they will locate in on 10-9-07.
  7. If City gets a grant, will Industrial Park businesses receive a discount?
  8. What to charge Dan & Shirley Nelson for four (4) acres - with and with out a grant.
  9. Supplying sewer to the first four (4) acres for Dan & Shirley Nelson.  Mateffy suggested a holding tank for a short term fix (6 mo.’s) and a septic system for long term (4-5 yrs.).
  10. Naming the Industrial Park

Verley made a motion to sell 4 acres in the Industrial Park on South Birch Street at $22,500.00/acre to Dan & Shirley Nelson, 2nd by Cekalla.  Put to a vote with all members voting aye.  Motion carried.

Libke made a motion to apply for a grant to recoup the planned improvement costs in the Industrial Park on South Birch Street, 2nd by Verley.  Put to a vote with all members voting aye.  Motion carried

Cekalla made a motion to have Les Mateffy, Mateffy Engineering, Inc. contact Tom Wenner, City Attorney, to draw up the purchase agreement for the 4 acres Dan & Shirley Nelson are purchasing in the Industrial Park on South Birch Street and get the attorney the information needed, 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.

Gutzkow made a motion to adjourn at 8:10 p.m., 2nd by Cekalla.  Put to a vote with all members voting aye.  Motion carried.
