REGULAR CITY COUNCIL MEETING
OCTPBER 16, 2007
7:00 P.M.

Mayor Lauer called the Regular City Council meeting to order. The pledge of allegiance was said. On roll call members present were: Lauer, Gutzkow, Verley and Cekalla.
People present: Tim Majaski, Planning and Zoning; Adam Gunderson, Chief of Police; Terry Lehrke, Morrison County Record; Wanda Pikus, Royalton School District; and Carol Madsen, Royalton City Clerk.
Gutzkow made a motion to approve the minutes of the Regular City Council meeting, October 2, 2007, 2nd by Verley. Put to a vote with all members voting aye. Motion carried.
Cekalla added two action items to the agenda.
No public forum.
Wanda Pikus gave a school district report.
Lauer reported on Al’s comments about fire department. They attempted to clean the water tower but were unsuccessful.
Verley gave the Public Works Dept. monthly report. Gutzkow gave the Police Dept. monthly report. Madsen gave the City Office monthly report.
Lauer tabled the purchase of a squad car until the full Council is present.
Verley made a motion to name the South Birch Street Industrial Park the “Platte River Industrial Park”, 2nd by Gutzkow. Put to a vote with all members voting aye. Motion carried.
After some discussion Cekalla made a motion to approve the Morrison County Prosecution Services agreement at 1/3 of the fine monies collected, for a four year term, 2nd by Gutzkow. Put to a vote with members Lauer, Gutzkow and Cekalla voting aye. Verley voting Nay. Motion carried.
Concerning upcoming Holiday Days off, Dec. 24 and Dec. 31, 2007, Gutzkow felt it should be the supervisor’s decision. Mayor Lauer felt it should be incorporated into the Personnel Policy. Verley made a motion to close the City offices at noon on Dec. 24, 2007 and Dec. 31, 2007, 2nd Cekalla. Put to a vote with all members voting aye. Motion carried.
Tim Majaski, Planning Commission Chairman, reported that he spoke with Nancy Scott, Building Inspector, about the state building code for water service lines. She said the State Bldg. Code does not have any jurisdiction from the water main to the structure. The City Engineer has that jurisdiction. Tim will talk to City Engineer, Mateffy Engineering, Inc.
Mayor Lauer passed out different samples of Assessment Policies. She asked each member to review the material and bring back suggestions to the next City Council meeting on Nov. 6, 2007.
Verley made a motion to change the time of the Nov. 6, 2007 City Council meeting to 8:00 p.m. due to elections, 2nd by Gutzkow. Put to a vote with all members voting aye. Motion carried.
Tim Majaski, Planning Commission Chairman, reported they are still working on the Rental Housing Ordinance. They have a lot of questions and would like the Police Chief and a Council representative at their next meeting.
Tim Majaski, Planning Commission Chairman, asked the Council to review the Planning and Zoning Commission by-laws and bring back suggestions to the next City Council meeting.
Tim Majaski, Planning Commission Chairman, reported someone inquired about putting in a Tattoo Shop where the old barber shop was.
Cekalla reported there were emergency repairs done to Acorn Road. He called on South Side Sand & Gravel to do the repairs.
Cekalla reported the culvert in Memorial Park washed out to. Barricades have been put up temporarily, but needs to be repaired. It will cost up to $4,000.00 to repair. Verley made a motion to spend up to $4000 to repair the culvert in Memorial Park, 2nd by Cekalla. Put to a vote with all members voting aye. Motion carried.
Cekalla made a motion to pay bills, voucher no.’s 27778 – 27809, in the amount of $25821.56, 2nd by Gutzkow. Put to a vote with all members voting aye. Motion carried.
Gutzkow made a motion to adjourn at 8:20 p.m., 2nd by Verley. Put to a vote with all members voting aye. Motion carried.
