REGULAR CITY COUNCIL MEETING
May 20, 2008

Mayor Pro-Tem Libke called the Regular City Council meeting to order.  The pledge of allegiance was said.  On roll call members present were:  Libke, Verley, Gutzkow, and Cekalla.  Absent:  Lauer

People present: Tim Majaski, Planning and Zoning; Adam Gunderson, RPD; Terry Lehrke, Morrison County Record; Bruce Retka, Tree Board; Carol Anderson, Morrison County Economic Development; and Carol Madsen, Royalton City Clerk. 

Verley made a motion to approve the minutes of the Regular City Council meeting on May 6, 2008, 2nd by ­­Cekalla.  Put to a vote with all members voting aye.  Motion carried.

Cekalla added one discussion item, Verley added one discussion and one action item, and Libke added two action item and two discussion items to the agenda.

No Public Forum.

Kurt and Angelique Brown requested a variance for a third dog.  The Council considered the request. Request failed for lack of motion.

Carol Anderson, Morrison County Community Development, reported on their financial programs for Industrial Park development.  Topics discussed were the need for a business to locate in the Platte River Industrial Park before any funding is available, marketing techniques, and the need to set up a policy for the Industrial Park.

Carol Anderson, Morrison County Community Development, reported that Newmans’ Mfg. filed chapter 11 reorganization.  Ms. Anderson is putting together a $4,000,000.00 gap & state financing package.  The City involvement would be to apply for a $250,000 Minnesota Investment Fund Grant from the state on behalf of Newmans’ Manufacturing.  Ms. Anderson would write the grant, but the City needs to hold public hearing to approve the application for a MN investment fund grant on behalf of Newmans’ Manufacturing. The grant money will be turned over to Morrison County Economic Development, who will provide it to Newmans’ Mfg. as a low interest loan.  As the loan is repaid, it will be available for other low interest loans through out Morrison County. With this information, Verley made a motion to hold a public hearing on June 3, 2008 at 7:15 pm to apply for a $250,000 MN investment fund grant on behalf of Newmans’ Mfg., 2nd by Cekalla.  Put to a vote with all members voting aye.  Motion carried.

Cekalla made a motion to adopt Resolution 5-20-08-2, an Arbor Day Proclamation, 2nd by Verley.  Put to a vote with all members voting aye.  Motion carried.

Cekalla made a motion to purchase an American Linden tree to plant in Memorial Park, 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.

Bruce Retka, tree board, suggested the City start a tree removal fund.

Mayor Pro-Tem Libke thanked Bruce Retka for noticing the sump pumps running in City Hall and alerting someone.  It probably prevented a much bigger sewage problem.

Police Chief, Adam Gunderson, presented a resolution to the Council for the Safe and Sober Communities Project.
Gutzkow made a motion to adopt Resolution 5-20-08-1, A Resolution authorizing the execution of the Agreement for the Project “Safe and Sober Communities”, 2nd by Cekalla.  Put to a vote with all members voting aye.  Motion carried.
A cleaning person for the City Center was discussed.  The Clerk will get quotes and bring back to the next meeting, June 3, 2008.

Cekalla reported South 2nd Street, South 6th Street and the intersections, have all been paved. He also reported that the calcium chloride was put down  on  Chestnut and Redwood Streets.

Cekalla stated he would get estimates for some streets that need cracks filled.

Cekalla asked about water hook ups for Buds to Blossoms and 10 Spot.

Verley reported that he and Mayor Lauer will be meeting with Economic Development people on June 10, 2008 at 10:00 a.m.

Verley requested the City add the 600’ of sewer main crossing Highway 10 to the cleaning and videoing sewer project on the south side of town.  Verley reported on the sewage back up on Sunday. 

Libke reported it is EMS week 2008.  He read a thank You from the City “The Royalton City Council wants to thank the Royalton First Response Team for their invaluable services to the residents of Royalton and the surrounding township Emergency Medical Service area, as well as travelers on the highways that pass through our city.  We appreciate the long hours that each team member volunteers for training, meetings, response calls and all other activities that keep the team capabilities and equipment at first class readiness. We know it takes deep personal commitment to be a First Responder or EMT; often at sacrifice to family and other personal time.”

Cekalla made a motion to pay all bills, voucher no’s 28230 - 28260, in the amount of $35,041.68, 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.

Gutzkow made a motion to adjourn at 8:45 p.m., 2nd by Verley.  Put to a vote with all members voting aye.  Motion carried.
