REGULAR CITY COUNCIL MEETING
April 7, 2009
7:00 P.M.
ROYALTON CITY CENTER



Mayor Lauer called the Regular City Council meeting to order.  The pledge of allegiance was said.  On roll call members present were: Lauer, Libke, Verley, Klosowski and Gutzkow.  
People present: John Kreyer and Michael Muldoon with Clarke Mosquito Control; Tim Majaski, Planning and Zoning; Terry Lehrke, Morrison County Record; Michelle Stevens, Deputy Clerk.

With one correction to the minutes in paragraph 21, adding  the word “wind” to the phrase energy power, Libke made a motion to approve the minutes of the Regular City Council meeting on March 17, 2009, 2nd by Gutzkow. Put to a vote with all members voting aye.  Motion carried.  


With one correction to the Special meeting minutes in paragraph five changing $3000 to $2400, Verley made a motion to approve the minutes of the Special City Council meeting on March 26, 2009, 2nd by Gutzkow. Put to a vote with all members voting aye.  Motion carried.  
Verley added one discussion item and Lauer added one Agenda item to the current agenda.

No public forum.


John Kreyer gave a presentation on Clarke Mosquito Control.  


Department reports were given.


Verley made a motion for Mayor Lauer to proclaim that the 3rd Saturday of June of every year be observed as the “Royalton Alzheimer’s Awareness Day” in our community, 2nd by Klosowski. 
Put to a vote with all members voting aye.  Motion carried. 

Mayor Lauer asked for volunteers for the City Wide Clean Up day scheduled for April 25, 2009.


Libke made a motion to approve the 2009 Morrison County Animal Humane Society Agreement, 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.


The topic of Remote Read Meters was put on the April 21, 2009 agenda.


The League of Minnesota Cities Safety & Loss Control Workshop is scheduled for April 28, 2009 in St. Cloud.  Verley made a motion for up to 2 people to attend the workshop, 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.


 Discussion was had on closing City Hall on Fridays to help reduce costs.  The mayor will put it on the LMC Mayors ListServ to see if other towns have done this and if so, will report on their outcomes at the next meeting.


Gutzkow stated that Police Chief Gunderson’s Performance Review was positive. Gutzkow made a motion to move Gunderson from step 3 to step 4 in the pay scale, 2nd by Libke. Put to a vote with all members voting aye.  Motion carried.


Planning & Zoning Chair, Tim Majaski, had no items for the council.


Verley discussed possible off-road fuel savings for the City. 


Lauer reported that by going from a $250.00 deductible to a $2500.00 deductible, the City can save $2263.00 per year.  Klosowski made a motion to change the deductible to $2500, 2nd by Verley. Put to a vote with all members voting aye.  Motion carried.


Libke made a motion to pay all bills, voucher no’s 28846 – 28902, in the amount of $24,153.43, 2nd by Verley.  Put to a vote with all members voting aye.  Motion carried.


Verley made a motion to adjourn at 7:58 p.m., 2nd by Klosowski.  Put to a vote with all members voting aye.  Motion carried.
