REGULAR CITY COUNCIL MEETING
  May 5, 2009

Mayor Lauer called the Regular City Council meeting to order.  The pledge of allegiance was said.  On roll call members present were: Lauer, Verley, Klosowski and Gutzkow.  Absent:  Libke.

People present: Tim Majaski, Planning and Zoning; Terry Lehrke, Morrison County Record; Adam Gunderson, Chief of Police; Holly Binkley, Royalton Area Business Association; Alex Stanley; Dylan Dupre; Brock Fanjoy; Duane Bursey, RFD; Carol Madsen, City Clerk.
Verley made a motion to approve the minutes of the Regular City Council meeting on April 21, 2009, 2nd by Gutzkow. Put to a vote with all members voting aye.  Motion carried.

Verley added one discussion item to the agenda. 

Public forum:  Alex Stanley asked about the progress of the skate park.  Verley reported the land needs to be marked, then the County needs to  approve the site, and then a plan needs to be drawn up.  Verley asked the kids present to come up with a plan so we know what it’s going to cost. 

Holly Binkley gave an update on the Royalton Area Business Association.

Department Reports were given.

Klosowski made a motion to approve the closing of N 2nd Street from N Birch Street to N Driftwood Street for the Elementary School end of the year party on June 8, 2009 from 11:00 a.m. to 3:00 p.m., 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.

Verley made a motion to approve the Property Lease Agreement (Industrial Park) with Rod Tiemann for the 2009 crop year for $1.00, 2nd by Klosowski.  Put to a vote with all members voting aye.  Motion carried.

Verley made a motion to approve a $250.00 donation to the Morrison County Agricultural Society for the Morrison County Fairgrounds, 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.

Mayor Lauer reported on the proposal to put LED lights in the Highway 10/26 signal lights.  She requested three quotes and only received two quotes.  They are:  Traffic Parts - $3,410.00 and Brown Traffic Products - $3,552.00.  Klosowski asked about the current inventory and if it is possible to just replace the LED lights as they burn out.  Mayor Lauer will look into it further and bring the information back to the May 19, 2009 Council meeting.

Mayor Lauer gave a Clean Up Day report from the City Wide Clean Up on April 25, 2009.

Klosowski reported on the condition of Acorn Road.  He stated it is rough and needs to be bladed.  He said he would get quotes to blade it and bring it back to the May 19, 2009 Council meeting. 

Tim Majaski, Planning Commission Chairman, reported that the Safety and Loss control seminar was very informative. 

Verley requested that the scheduling for mosquito control spraying be adjusted so they will spray just before Platte River Day.  The
Clerk reported the dates have already been adjusted.

Verley made a motion to pay all bills, voucher no’s 28922 – 28956, in the amount of $49,731.74, 2nd by Klosowski.  Put to a vote with all members voting aye.  Motion carried.
