REGULAR CITY COUNCIL MEETING
July 7, 2009
7:00 P.M.
ROYALTON CITY CENTER
Mayor Lauer called the Regular City Council meeting to order. The pledge of allegiance was said. On roll call members present were: Lauer, Libke, Klosowski, Verley and Gutzkow.
People present: Tim Majaski, Planning and Zoning; Terry Lehrke, Morrison County Record; Adam Gunderson, Chief of Police; Holly and Gene Binkley, Royalton Area Business Association; Ray Breth; George Suska, Don Rudolph and Randy Winscher, Bellevue Township; Nathan Bellefeuille, RFD; and Carol Madsen, City Clerk.
Klosowski made a motion to approve the minutes of the Regular City Council meeting on June 16, 2009, 2nd by Gutzkow. Put to a vote with all members voting aye. Motion carried.
Gutzkow added one discussion item and Verley added two discussion items to the agenda.
No Public forum.
Holly Binkley gave an update from the Royalton Area Business Association.
Department Reports were given.
Bellevue Township Board requested the City start billing the insurance companies for all car accidents on Highway 10 in their township. Council MemberLibke will work with Deputy Clerk, Michelle Stevens to get the FIR/billing information to the Township Clerk on a monthly basis.
Verley reviewed the quotes on the cleaning and videoing of 5000’ of sewer line. City Engineer, Les Mateffy, recommends Ritter & Ritter. The issue was tabled until the next meeting so more information can be received.
Verley made a motion to acknowledge, with no waiting period, the gambling permit for the Holy Trinity Church for bingo and a raffle on Nov. 1, 2009, 2nd by Klosowski. Put to a vote with all members voting aye. Motion carried.
Police Chief Gunderson gave the performance reviews for the part time police officers, Lindsay Bruyere and Kris Koroll. Gutzkow made a motion to approve the pay increase for Lindsay Bruyere from $15.53 to $15.84 per hour, retroactive to June 7, 2009, 2nd by Verley. Put to a vote with all members voting aye. Motion carried. Libke made a motion to approve the pay increase for Kris Koroll from $14.35 to $14.64 per hour, effective May 8, 2009, 2nd by Klosowski. Put to a vote with all members voting aye. Motion carried.
Gutzkow requested discussion from the City Council on the protocol for the police department responding to emergency calls. Gutzkow and Police Chief Gunderson will meet with Morrison County dispatch.
Verley reported that the Public Works Department had some issues with the main lift station. The Public Works Department is recommending that a sewer basket be installed to prevent future issues. The basket will catch the debris getting caught in the lift station and causing problems.
Verley reported that he and Klosowski will be meeting at the proposed skateboard park site Thursday evening to determine if the site will actually work and at the next City Council meeting the Council will need to decide if that’s where the City wants to put it.
Verley made a motion to pay all bills, voucher no’s 29031 – 29085, in the amount of $69,760.31, 2nd by Klosowski. Put to a vote with all members voting aye. Motion carried.
Gutzkow made a motion to adjourn at 8:25 p.m., 2nd by Verley. Put to a vote with all members voting aye. Motion carried.
