REGULAR CITY COUNCIL MEETING
OCTOBER 20, 2009
7:00 P.M.

Mayor Lauer called the Regular City Council meeting to order. The pledge of allegiance was said. On roll call members present were: Lauer, Libke, Klosowski, Verley and Gutzkow.
People present: Tim Majaski, Planning and Zoning; Terry Lehrke, Morrison County Record; Adam Gunderson, Chief of Police; Jon Knopik, Central MN Council on Aging; and Carol Madsen, City Clerk.
Gutzkow made a motion to approve the minutes of the Regular City Council meeting on September 22, 2009, 2nd by Klosowski. Put to a vote with all members voting aye. Motion carried.
Gutzkow added one action item, Verley added one discussion item and Libke added one discussion item to the agenda.
No public forum.
Jon Knopik, Central MN Council on Aging, gave a presentation on the services they provide and things the City should think about providing for the aging adults in the community.
Libke reported the Office Staff is requesting November 27, 2009 off and ½ days off on Dec. 24, 2009 and Dec. 31, 2009 with staff taking vacation time or time without pay. Libke made a motion to approve November 27, 2009 off and ½ days off on Dec. 24, 2009 and Dec. 31, 2009 with proper posting, 2nd by Klosowski. Put to a vote with all members voting aye. Motion carried.
Mayor Lauer felt the City should start looking into the benefits of Social Media. The Council will start research it.
Mayor Lauer reported she was able to get a couple of sample Performance Evaluation Forms. She asked for suggestions from the Council. Suggestions were made to incorporate both samples into one form. Lauer will take the suggestions and put them into one form and bring back to the next Council meeting, November 3, 2009.
Tim Majaski, Planning & Zoning Chairman, reported that Planning & Zoning Directors are still working on the Individual Wastewater Treatment System Ordinance #41. He stated that the Directors want to completely redo the city ordinance so more time will be needed.
Majaski requested the Council call for a public hearing for the amendments to the Zoning Ordinance. Verley made a motion to hold a public hearing on Nov. 3, 2009 at 7:15 pm, to consider the amendments to the Zoning Ordinance, 2nd by Klosowski. Put to a vote with all members voting aye. Motion carried.
Majaski also presented the Benton County Flood Map to the City Council. It will be on file at Cityhall and he will contact FEMA to see if a Morrison County Flood Map is available.
Gutzkow made a motion to accept the resignation of Kris Koroll, part time police officer, effective October 19, 2009, 2nd by Libke. Put to a vote with all members voting aye. Motion carried.
Gutzkow made a motion to advertise for the position of a part time police officer, 2nd by Verley. Put to a vote with all members voting aye. Motion carried.
Verley reported the City is going to need to look into upgrading Acorn Road.
Libke reported there are some dead trees on the west side of Highway 10, on the North end of town, in the state right of Way. Klosowski will contact someone at the state level.
Libke made a motion to pay all bills, voucher no’s 29258 – 29275, in the amount of $18,248.89, 2nd by Verley. Put to a vote with all members voting aye. Motion carried.
Klosowski made a motion to adjourn at 8:03 p.m., 2nd by Gutzkow. Put to a vote with all members voting aye. Motion carried.
