REGULAR CITY COUNCIL MEETING
  NOVEMBER 3, 2009
  7:00 P.M.

Mayor Lauer called the Regular City Council meeting to order.  The pledge of allegiance was said.  On roll call members present were: Lauer, Libke, Verley and Gutzkow. Absent: Klosowski.

People present: Tim Majaski, Planning and Zoning; Liz Verley, Morrison County Record; Adam Gunderson, Chief of Police; and Carol Madsen, City Clerk.


Libke made a motion to approve the minutes of the Regular City Council meeting on October 20, 2009, 2nd by Gutzkow. Put to a vote with all members voting aye.  Motion carried.


Libke added one discussion item and Lauer added one action item to the agenda.


No public forum.


No Royalton Area Business Association report was given.


City Department reports were given.


Social Media for the City was discussed.  It was decided to try Facebook on a trial basis and see if it works.  Some of the concerns were:  The time it takes for staff to maintain it and what guidelines to follow.  Verley made a motion to start a Facebook page for the City on a six month trial basis, 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.  Mayor Lauer will work with office staff to put it together.


The newly proposed Performance Evaluation form was reviewed and discussed.  The council decided to add a space for “Licensing & Training”.  The changes will be made and put on the next City Council meeting agenda. 

Mayor Lauer recessed the Regular City Council meeting at 7:27 p.m. and opened the Public Hearing to consider the amendments to the Zoning Ordinance.

Tim Majaski, Planning & Zoning Chairman, reviewed the amendments. 


Libke made a motion to adjourn the public hearing at 7:31 pm, 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.


Mayor Lauer called the Regular City Council meeting back to order.


Libke made a motion to approve the two amendments to the Zoning Ordinance #16.01, as presented, in Sections 3.01 and 17.09, 2nd by Verley.  Put to a vote with all members voting aye.  Motion carried.

Gutzkow made a motion to accept the resignation of Police Officer, Jason McDonald, 2nd by Verley.  Put to a vote with all members voting aye.  Motion carried.

Verley made a motion to enter into the agreement with Clarke, for the 2010 - 2012 season for mosquito control, 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.


Mayor Lauer reviewed the Small Cities Development Program. The City has been invited to submit and application to participate in the program, along with the Cities of Pierz and Little Falls.  Fact sheets will be available at City hall for anyone interested in the program.  Commercial and Residential Property owners need to submit letters of intent to show an interest in the program.  Seven (7) homes and three (3) businesses in the City of Royalton will be able to benefit from this program.  More information on the program will be at the Community Meeting scheduled for November 19, 2009 at City Hall.


Libke made a motion to hold a public hearing on Dec. 8, 2009 at 7:15 pm for the citizen participation plan for the Small Cities Development Program, 2nd by Verley.  Put to a vote with all members voting aye.  Motion carried.

Libke asked if the City is going to pursue getting a sidewalk by the elementary school on Driftwood. It was decided to get an estimate of what it would cost.  It was suggested to possibly put up “No Parking” signs along No. Driftwood Street for now.  Verley suggested widening the street with a walking lane rather than putting in a sidewalk.  Verley made a motion to install “No Parking” signs along No. Driftwood Street near the elementary school, 2nd by Libke.  Put to a vote with all members voting aye.  Motion carried.

Lauer reported on a training session for “
Financing Your Community Projects”sponsored by MN Rural Water Association. It is a training session on funding for repairing or replacing infrastructure.  The cost of it is $100.00.  Verley made a motion to approve $100.00 for the registration fee for up to two people to attend, 2nd By Libke.  Put to a vote with all members voting aye.  Motion carried.

Libke made a motion to pay all bills, voucher no’s 29276 – 29304, in the amount of $8,909.98, 2nd by Verley.  Put to a vote with all members voting aye.  Motion carried.


Verley made a motion to adjourn at 8:04 p.m., 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.
