REGULAR CITY COUNCIL MEETING
JANUARY 5, 2010

Mayor Lauer called the Regular City Council meeting to order. The pledge of allegiance was said. On roll call members present were: Lauer, Libke, Klosowski, Verley, and Gutzkow.
People present: Tim Majaski, Planning and Zoning; Adam Gunderson, Police Chief; Lee Obermiller, Planning & Zoning; Bruce Retka, Tree Board; and Carol Madsen, City Clerk.
Libke made a motion to approve the minutes of the Regular City Council meeting on December 22, 2009, 2nd by Gutzkow. Put to a vote with all members voting aye. Motion carried.
Verley added one discussion item and Lauer added one action item to the agenda.
No public forum.
Obermiller gave a Royalton Area Business Association update.
Department Reports were given.
The new garbage rates were discussed and it was decided to add $.50 to the administrative fee. The new rates will be put into the 2010 Fee Schedule for approval.
After discussion on the suggested $1.00 per month per household Tree Board Fee to help cover the costs for removal of trees the Council decided to include a line item in the budget rather than put another fee on the utility bill.
The 2010 Fee Schedule was reviewed with the new fees on it. Verley made a motion to adopt Resolution 1-5-10-3, a Resolution approving the 2010 Fee Schedule, as set by the Council, 2nd by Gutzkow. Put to a vote with all members voting aye. Motion carried.

Libke made a motion to approve the 2010 appointments as presented, 2nd by Verley. Put to a vote with all members voting aye. Motion carried.
Klosowski made a motion to adopt Resolution 1-5-10-1, a resolution adopting a Policy for Allowing Transfer of Electronic Funds for 2010, 2nd by Verley, Put to a vote with all members voting aye. Motion carried.
Libke made a motion to adopt Resolution 1-5-10-2, a resolution adopting a Policy for Allowing Hand Written and Computer Generated Checks for 2010, 2nd by Klosowski. Put to a vote with all members voting aye. Motion carried.
Klosowski made a motion to keep 45.5¢/mile as the mileage rate for 2010, 2nd by Libke. Put to a vote with all members voting aye. Motion carried.
Lee Obermiller, Planning and Zoning Chairman, reported on the Rocky Hills Addition Public Hearing. He stated that there are two (2) blocks and seven (7) lots that are from 2.5 to 3.0 acres. He also said it is only about 1500' form the Cities Drinking Water Supply Management Area (DWSMA). Other concerns were the increased traffic flow and the shared driveways in the plat. In ending, Mr. Obermiller said that Morrison County will send the City a Land use notification to anyone building in the development.
Verley reported the engine failed in the 1984 plow truck and that it will be costing approximately $10,000.00 to repair. Klosowski stated he doesn’t feel it is necessary to have two plow trucks and the City should not have spent that much money fixing it.
Verley made a motion to hold a special planning meeting, on Feb. 23, 2010 at 7:00 p.m., 2nd by Gutzkow. Put to a vote with all members voting aye. Motion carried.
Libke made a motion to pay all bills, voucher no.’s 29384 – 29409, in the amount of $16,696.22, 2nd by Gutzkow. Put to a vote with all members voting aye. Motion carried.
Gutzkow made a motion to adjourn at 8:22 p.m., 2nd by Verley. Put to a vote with all members voting aye. Motion carried.
