Mayor Lauer called the Regular City Council meeting to order.  The pledge of allegiance was said.  On roll call members present were: Lauer, Libke, Verley, and Gutzkow. Absent: Klosowski

People present: Jennifer Bailey; Melissa Haberman; Paul Kapsner, Firemans’s Relief Assoc.; Tracy Brolin, Fire Chief; Russ Gerads, Royalton splash park committee; Brenda Pesta, Royalton splash park committee; Natan Bellefeuille, Fireman’s Relief Assoc.; Sara Hennen, Morrison County Record; Tim Majaski, Planning and Zoning; Carol Madsen, City Clerk; and Michelle Stevens, Deputy Clerk.

Libke made a motion to approve the minutes of the Regular City Council meeting on March 2, 2010, 2nd by Gutzkow. Put to a vote with all members voting aye.  Motion carried.

Verley added two action items and one discussion item to the agenda.

Two citizens addressed the council during Public Forum. Jennifer Bailey, Royalton resident, stated she would like to see something more besides the skate park being set up in the city.  Melissa Haberman had questions about parks in the city and the costs involved.

Brenda Pesta from the Splash Park Healthy Community Partnership Committee gave an update on the splash park.  Pesta requested city support the Splash Park and requested  a financial contribution.  Verley made a motion to grant up to $15,000 as a match to any funds raised for the splash park, 2nd by Libke.  Put to a vote with all members voting aye.  Motion carried.

Paul Kapsner, Fireman’s Relief Assoc. requested the city contribution of $14,697.00. Libke made a motion to approve the contribution of $14,697.00 to the Fireman’s Relief Association, 2nd by Verley. Put to a vote with all members voting aye.  Motion carried.

Verley, Public Works Supervisor, presented the sewer cleaning map with sections that have been cleaned and the projections for cleaning the sewer lines though 2015. 

Verley made a motion to adopt resolution 3-16-10-2 approving the fund transfer of a Galls payment of $340.91 from the Police Fund to the Fire Fund, 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.

Libke made a motion to approve the purchase of 2 computers including hardware and software for the City Office in the amount of $2100.09, 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.

Mayor Lauer stated that an Emergency Response Plan should be in place for the City of Royalton.  The safety committee will meet with the mayor to start working on developing the Emergency Response Plan for Royalton.

The North Maple Street moratorium was discussed and put on the August 17th 2010 Regular City Council meeting agenda.

Libke made a motion to donate $250.00 to the Morrison County Agricultural Society to benefit the Morrison County Fairgrounds, 2nd by Verley.  Put to a vote with all members voting aye.  Motion carried.

Gutzkow made a motion approving Police Chief Gunderson to attend the Police Chief’s conference April 12-15 at a cost of $410.00, 2nd by Libke.  Put to a vote with all members voting aye.  Motion carried.

Verley made a motion to approve the Langola Township Fire Contract for 2010, 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.

Libke made a motion to approve the Bellevue Township Fire Contract for 2010 and 2011, 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.

There was discussion on proposed vehicle impound fees and vehicle storage fees. No action was taken.

Verley made a motion to approve Deputy Clerk, Michelle Stevens, to attend the Microsoft Access Training May in St. Cloud 11 & 12, 2010 at a cost of $299.00, 2nd by Libke.Put to a vote with all members voting aye.  Motion carried.

Tree removal was discussed concerning dead trees on city property and city right-of-ways. Lee Popp, Public Works Superintendant, will get quotes for tree removal with money coming from Refuse and Recycling to pay for the costs.

Tim Majaski, Planning & Zoning Chair, updated the Council on the Highway 10/South Birch Street/Royal Tesoro intersection.  MNDOT will be surveying the area.   

Majaski also reviewed the Rental Housing Ordinance. Nancy Scott, City Building Inspector, said that there is nothing in the ordinance that conflicts with the state building code.

Verley made a motion to purchase Deery Super Stretch crack sealing at a cost of $1462.50 plus tax, 2nd by Libke. Put to a vote with all members voting aye.  Motion carried.
Verley made a motion to approve Astech Corporation to sweep the City streets at a cost of $83.00 per hour, 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.

Verley reported there has been unapproved commercial dumping at the compost site.  Lee Popp, Public Works Superintendant, made some signs designating no commercial dumping and is keeping the compost site locked.

Libke made a motion to pay all bills, voucher no.’s 29518 – 29542, in the amount of $16,276.25, 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.
Gutzkow made a motion to adjourn at 8:33 p.m., 2nd by Verley.  Put to a vote with all members voting aye.  Motion carried.
