REGULAR CITY COUNCIL MEETING
APRIL 20, 2010
7:00 p.m.
ROYALTON CITY CENTER

Mayor Lauer called the Regular City Council meeting to order.  The pledge of allegiance was said.  On roll call members present were: Lauer, Libke, Klosowski, Verley, and Gutzkow.

People present: Adam Gunderson, Police Chief; Terry Lehrke Morrison County Record; Tim Majaski, Planning and Zoning; and Carol Madsen, City Clerk.

Verley made a motion to approve the minutes of the Regular City Council meeting on April 6, 2010, 2nd by Gutzkow. Put to a vote with all members voting aye.  Motion carried.

Gutzkow added one action item and Libke added one discussion item to the agenda.

No Public Forum.

The City Council acknowledged receiving a letter from Betty Brezinka about starting a community garden.  Ms. Brezinka has contacted the Holy Trinity Church Council to request permission to use Church property for the garden, but has not had any response yet, but is asking for support from the City, also.  Mayor Lauer will contact Ms. Brezinka and let her know the City is receptive to the idea and willing to work with her, but the City does not want the responsibility of maintaining it.

Verley reported on the performance review for the Public Works Superintendent, Lee Popp.  Verley made a motion to approve a wage increase for Public Works Superintendent, Lee Popp, to $20.19 per hour, effective April 24, 2010, 2nd by Gutzkow.  Put to a vote with all members voting aye.  Motion carried.

Verley gave an update on the Skate Park Project.  He reported the steel is being delivered for the ramps and the design is complete.  The concrete will be poured this Saturday which will cost approximately $4,725.00.  Eventually black dirt, fencing and grass seed, will be needed.

 

Tim Majaski, Planning & Zoning Chairman, presented amended Ordinance No. 41, Individual Wastewater Treatment Ordinance, to the City Council.  The Ordinance was reviewed.  Majaski will make the changes and bring back to the May 4, 2010 City Council meeting.

Tim Majaski, Planning & Zoning Chairman, presented amended Ordinance No. 6.04, An Ordinance Relating to the Use of Water from Municipal Water Supply, and Providing Penalties for Certain Violations, to the City Council.  Majaski will make the changes and bring back to the May 4, 2010 City Council meeting.

Gutzkow reported on the performance review for Police Chief, Adam Gunderson.  Gutzkow made a motion to approve a wage increase for Police Chief, Adam Gunderson, to $21.64 per hour, effective March 7, 2010, 2nd by Verley.  Put to a vote with all members voting aye.  Motion carried.

Libke reported there will be a severe weather drill on Thursday, April 22, 2010 at 1:45 p.m.  The school is participating this year so Libke felt that maybe next year the City can also participate.  Libke will talk to Les Mateffy, City Engineer, about the need for another civil defense siren and find out the cost of it. 

Verley reported South Side Sand & Gravel is putting the 4" gravel base coat on Acorn Road for the City.  He also reported that Langola Township will be paving their portion of the road this year.  He suggested maybe the City should consider working with Langola Township and paving the City portion, also.  Verley felt since the City is already putting money into Acorn Road, maybe now would be the time to pave it, along with Langola Township, and possibly getting a better rate. Verley also reminded the Council that the City could possibly assess the one landowner on the north side.

Verley made a motion to pay all bills, voucher no.’s 29569 – 29609, in the amount of $39,964.22, 2nd by Libke.  Put to a vote with all members voting aye.  Motion carried.

Klosowski made a motion to adjourn at 7:55 p.m., 2nd by Verley.  Put to a vote with all members voting aye.  Motion carried.
